Functions, Authorities and Foundations of the National Narcotics Agency (BNN)
In Indonesia, starting from people who do not have positions to high-ranking officials, they often listen to news about people being arrested for being caught in narcotics cases . In Indonesia, there is a non-structural institution that handles this, namely the National Narcotics Agency .
Definition of the National Narcotics AgencyThe National Narcotics Agency is a non-structural government agency that is responsible for and is under the President. Its members consist of 25 related government agencies, Echelon I Officials from Departments, State Ministries, Attorney General's Office and the Indonesian National Police.
Main Duties of the National Narcotics Agency (BNN)
Position of the National Narcotics Agency (BNN):The National Narcotics Agency , hereinafter referred to as the BNN in the Regulation of the Head of the National Narcotics Agency, is a non-ministerial government agency that is located under and is responsible to the President through the coordination of the Head of the Indonesian National Police. The National Narcotics Agency is led by the Head.
Duties of the National Narcotics Agency (BNN):Formulate and implement national policies regarding the prevention and eradication of the abuse and illicit traffic of Narcotics and Narcotics Precursors;
Prevent and eradicate the abuse and illicit traffic of Narcotics and Narcotics Precursor;
Coordinate with the Head of the National Police of the Republic of Indonesia in preventing and eradicating the abuse and illicit traffic of Narcotics and Narcotics Precursors;
Improving the capacity of medical rehabilitation institutions and social rehabilitation of Narcotics addicts, both organized by the government and the community;
Empowering the community in preventing the abuse and illicit traffic of Narcotics and Narcotics Precursor;
Monitor, direct and improve community activities in preventing the abuse and illicit traffic of Narcotics and Narcotics Psychotropics;
Through bilateral and multilateral cooperation, both regionally and internationally, to prevent and eradicate the illicit traffic of Narcotics and Narcotics Precursors;
Develop Narcotics and Narcotics Precursor laboratories;
Carry out administrative inquiries and investigations into cases of abuse and illicit traffic of Narcotics and Narcotics Precursor; And
Make an annual report regarding the implementation of duties and authorities.
In addition to the tasks mentioned above, BNN is also tasked with formulating and implementing national policies regarding the prevention and eradication of the abuse and illicit traffic of psychotropics, precursors and other addictive substances, except for addictive substances for tobacco and alcohol.
Functions of the National Narcotics Agency (BNN):Compilation and formulation of national policies in the field of preventing and eradicating the abuse and illicit traffic of narcotics, psychotropics and their precursors and other addictive substances except addictive substances for tobacco and alcohol, hereinafter abbreviated as P4GN.
Preparation, formulation and determination of P4GN norms, standards, criteria and procedures.
Preparation of BNN plans, programs and budgets.
Preparation and formulation of technical policies for prevention, community empowerment, eradication, rehabilitation, law and cooperation in the field of P4GN.
Implementation of national policies and P4GN technical policies in the fields of prevention, community empowerment, eradication, rehabilitation, law and cooperation.
Implementation of technical assistance in the field of P4GN for vertical agencies within the National Narcotics Agency.
Coordinating related government agencies and community components in the framework of preparing and formulating and implementing national policies in the field of P4GN.
Implementation of coaching and administrative services within the National Narcotics Agency.
Implementation of facilitation and coordination of forums for community participation.
Implementation of investigations and investigations of abuse and illicit traffic of Narcotics and Narcotics Precursor.
Implementation of terminating organized crime networks in the field of narcotics, psychotropics and precursors and other addictive substances, except for addictive substances for tobacco and alcohol.
Coordinating related government agencies and community components in the implementation of rehabilitation and reintegration into society as well as further treatment for abusers and/or addicts of narcotics and psychotropics and other addictive substances except addictive substances for tobacco and alcohol at the central and regional levels.
Coordinating capacity building for medical rehabilitation institutions and social rehabilitation for narcotics and psychotropic addicts and other addictive substances, except for addictive substances for tobacco and alcohol organized by the government and the community.
Improving the capacity of rehabilitation institutions for narcotics and psychotropic abusers and/or addicts and other addictive substances, except for tobacco and alcohol addictive substances based on therapeutic communities or other methods that have been proven successful.
Implementation of drafting, reviewing and formulating laws and regulations as well as providing legal assistance in the field of P4GN.
Implementation of national, regional and international cooperation in the field of P4GN.
Implementation of functional supervision of the implementation of P4GN within the National Narcotics Agency.
Implementation of coordination of functional supervision of related government agencies and community components in the field of P4GN.
Implementation of discipline enforcement, code of ethics for BNN employees and professional code of ethics for BNN investigators.
Implementation of national research and development data collection and information, as well as education and training in the field of P4GN.
Execution of testing for narcotics, psychotropics and precursors as well as other addictive substances, except for addictive substances for tobacco and alcohol.
Development of test laboratories for narcotics, psychotropics and their precursors and other addictive substances, except for tobacco and alcohol addictive substances.
Implementation of evaluation and reporting on the implementation of national policies in the field of P4GN.
